Individual Consultant: Local Governance Expert for Kismayo District Development Framework (DDF)
1. Background
In alignment with the objectives of the Dowlad Kaab Program, implemented by the Ministry of Interior, Federal Affairs, and Reconciliation (MoIFAR) in Jubaland, the United Nations Development Programme (UNDP) is supporting the development of a District Development Framework (DDF) for Kismayo. The DDF is designed as a medium-term planning tool that will guide local governance, improve service delivery, enhance community participation, and promote sustainable development across the district. Over the past year, several partners under the Dowlad Kaab program—including UN-Habitat, UNICEF, and other UN agencies—have supported various phases of the DDF process, such as stakeholder consultations, data gathering, and thematic assessments. These contributions have generated valuable materials and inputs, but the DDF remains incomplete. UNDP’s role is therefore focused on consolidating, harmonizing, and finalizing all existing inputs into a single, coherent, and actionable District Development Framework for Kismayo. This work will be implemented through MoIFAR–Jubaland State of Somalia (JSS) as the lead government counterpart. To achieve this, MoIFAR seeks to hire an experienced Local Governance Expert who will bring technical expertise to streamline the process, synthesize contributions from multiple stakeholders, and deliver a well-structured and practical DDF document.2. Objectives of the Consultancy
The primary objective of the consultancy is to develop a comprehensive and harmonized District Development Framework (DDF) for Kismayo, ensuring that all prior contributions from UN-Habitat, UNICEF, and other partners are effectively integrated. The consultant will:- Consolidate and harmonize the different inputs, data, and draft documents already developed.
- Ensure alignment of the DDF with the national and state-level development priorities.
- Provide clear strategies, priorities, and implementation pathways tailored to the governance and service delivery needs of Kismayo.
- Develop a user-friendly, practical document that can serve as a guiding tool for local authorities, development partners, and community stakeholders.
3. Key Responsibilities
The consultant will work closely with MoIFAR–JSS, UNDP, and other stakeholders to undertake the following tasks: 1. Review and Assessment:- Review all existing documents, assessments, draft reports, and outputs generated by UN-Habitat, UNICEF, MOIFAR-Jss and other partners.
- Map out the current status of the DDF process, identifying overlaps, gaps and areas requiring further synthesis.
- Consolidation and Harmonization:
- Compile all inputs into a single framework, ensuring consistency, coherence, and elimination of duplications.
- Align the framework with Somalia’s National Development Plan (NDP-9) and Jubaland’s state priorities, while remaining relevant to Kismayo’s local context.
- Framework Development:
- Draft the District Development Framework (DDF), including strategic priorities, objectives, sectoral strategies, and cross-cutting issues.
- Capacity Building and Validation Support:
- Provide technical guidance to MoIFAR–JSS and Kismayo district officials on the DDF structure, content, and practical use.
- Support MoIFAR in facilitating validation workshops to ensure ownership by local authorities and community representatives.
- Reporting and Final Deliverables:
- Submit periodic progress updates to MoIFAR–JSS and UNDP.
- Deliver a finalized and harmonized DDF document for Kismayo.
- Provide a final consultancy report summarizing the process, key challenges, and recommendations for next steps.
4. Required Qualifications and Experience
Education:- Master’s degree in Public Administration, Local Governance, Development Studies, Political Science, or a related field.
- Minimum of 5-7 years of proven experience in local governance, decentralization, or development planning.
- Demonstrated expertise in developing district or local development frameworks or policy documents.
- Prior experience working in Somalia, preferably Jubaland.
- Strong analytical and drafting skills.
- Ability to synthesize diverse inputs into coherent outputs.
- Excellent facilitation and communication skills.
- Fluency in English and Somali is required.
5. Duration of Assignment
The consultancy is expected to last for a maximum of one (1) month, commencing from the date of contract signing. The assignment will cover desk review, synthesis of inputs, drafting of the consolidated DDF, validation workshop facilitation, and finalization of the framework.6. Location
The consultant will be primarily based in Kismayo-Jubaland State, with possible travel to other locations under kismayo district as required. Some remote desk-based work may be acceptable but the majority of engagement will occur on the ground in Kismayo.7. Application Submission

I. Background and Rationale
The Local Government Institute (LGI), under the Ministry of Interior, Federal Affairs and Reconciliation – Jubaland State of Somalia (MoIFAR-JSS), is mandated to strengthen the institutional and technical capacity of local government structures for inclusive, accountable, and responsive service delivery. In line with Somalia’s commitments to gender equality and the Sustainable Development Goals (SDGs), gender-responsive planning and budgeting (GRPB) is essential to ensure equitable distribution of public resources, promote social inclusion, and address the unique needs of women, men, girls, boys, and persons with special needs. Despite existing policies, gender considerations are not yet systematically integrated into district-level plans and budgets in Jubaland. To bridge this gap, LGI seeks to engage a qualified female consultant to design and deliver practical training for district officials in Kismayu on integrating gender perspectives into planning, budgeting, and service delivery frameworks.II. Purpose of the Assignment
The main purpose of this consultancy is to build the technical and practical capacity of district administration staff, planners, and budget officers to:- Understand key gender concepts and their relevance to governance and development.
- Analyze district plans, budgets, and policies through a gender lens.
- Apply gender-responsive planning and budgeting tools.
- Develop gender-sensitive action plans and monitoring frameworks.
- Institutionalize gender mainstreaming practices in district governance processes.
III. Scope of Work
The consultant will undertake the following tasks: Preparation & Review: Review existing district development plans, budgets, and gender-related policies. Assess current institutional capacity for gender mainstreaming in planning and budgeting. Training Design: Develop interactive training modules adapted to the Somali/Jubaland local context. Prepare practical exercises, case studies, and group work activities. Develop gender analysis tools and checklists for district staff use. Training Delivery: Facilitate in-person training workshops for planners, budget officers, line department staff, and relevant stakeholders. Deliver hands-on sessions on applying gender analysis to district plans and budgets. Provide one-on-one coaching and mentoring for selected staff members.IV. Deliverables
The consultant will be expected to produce the following outputs:- Inception Report & Training Work Plan – Submitted within one week of contract signing.
- Customized Training Materials & Handouts – Context-specific, in English and Somali.
- Gender Analysis Tools/Checklists – Practical instruments for district use.
- Training Delivery – Completion of all planned sessions within the agreed timeframe.
- Final Training Report – Detailed report including: - Summary of training sessions and content delivered, Key outcomes and recommendations, Photos, video clips, and attendance sheets, Templates and tools shared during training.
V. Required Qualifications and Experience
- Gender: Female (in line with programme objectives to enhance women’s participation in governance).
- Education: At least a Bachelor’s degree in Gender Studies, Development Studies, Public Administration, Social Sciences, or related field (Master’s degree preferred).
- Experience: Minimum of 5 years’ proven experience in gender mainstreaming, training facilitation, and capacity building, preferably in local governance contexts.
- Technical Skills: Demonstrated expertise in gender-responsive planning and budgeting. • Proven experience in designing and delivering adult learning programmes. • Strong facilitation, coaching, and mentoring skills.
- Languages: Fluency in Somali and English (written and spoken) is mandatory.
- Other Competencies: Ability to work in multicultural environments and adapt training methods to local contexts.
VI. Reporting and Supervision
The consultant will report directly to the Local Government Department Director, MoIFAR-JSS, and work in close coordination with the Director General of MoIFAR and the Kismayu District Commissioner.VII. Duration and Payment
Duration: One month from the signing of the contract. Payment: Will be made in installments based on satisfactory delivery of agreed outputs as per the work plan and approval by MoIFAR-JSS.VIII. Application Process

The Ministry of Interior, Federal Affairs and Reconciliation (MoIFAR) of Jubbaland State Somalia is responsible for the local government’s portfolio, including district council formation, establishing systems for local governance structures and strengthening their capacity with a view to promoting democratic and accountable local governments that provide better basic services for stability and enhanced peace. The MoIFAR is currently in the process of forming district councils in line with Federal Government of Somalia (FGS) Wadajir National Framework for Local Governance.
The UN Joint Program on Local Governance and Decentralized Service Delivery (JPLG), Phase III is a 5-year program implemented by ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The Program is aligned with the National Development Plan II and supports the establishment and transformation of local government through capacitated institutions, legal frameworks, policies and practices that are accountable, inclusive, and gender-equal and that support the effective delivery of services which contribute to improving local service delivery and responsive governance.
JPLG will focus on creating an enabling environment for improved service delivery and greater stability, through improved legal, policy and system frameworks. It will also support enhanced local government capacities and promote more inclusive local governance, with greater attention given to women, youth and minority groups. Specific program outcomes are as follows:
Ø Outcome 1: Policy, legal and regulatory frameworks on local governance finalized.
Ø Outcome 2: Local governments have the capacity to deliver equitable and sustainable services, promote economic development and peace.
Ø Outcome 3: Local governments demonstrate improved engagement of citizens, with an emphasis on women and marginalized groups.
Throughout the Programme, strong emphasis will be placed on gender and women in local government, human rights and local governance, and good governance principles of transparency, accountability and participation.
In this context, the Ministry of Interior Federal affairs and reconciliation, with support from JPLG/UNCDF wishes to recruit a Consultant Technical Advisor, Local Development Fund and RMAP. Under the direct supervision of the Director General of the MOIFAR, the consultant will provide relevant technical and logistical support to the Ministry of Interior, to accomplish the following tasks:

| The consultant will provide technical and capacity building support for the implementation of local government-led service delivery for Joint Program on Local Governance  (JPLG). The consultant will support MOIFAR and target districts in rolling out decentralized services that are in line with the Jubaland Decentralization Policy and the Local Development Fund/JPLG requirements. S/he will lead in the LDF grants cycle, including the planning, compliances implementation, monitoring, reporting and follow-up. S/he will also lead in the identification of Revenue Mobilization Action Plans (RMAP) and revenue generation activities at district level. The assignment will entail frequent travel to the target districts and close coordination with other relevant ministries including the Ministry of Finance, Ministry of Public Works, Ministry of Education, Ministry of Health, as well as UNCDF and other UN JPLG Partners. | ||||||||||

| The Consultant will provide technical and capacity building support for MOIFAR administration and finance department. She or he will support target districts prepare the financial reporting of the LDF for Joint Program on Local Governance Projects (JPLG). The consultant will support MOIFAR prepare standard and efficient financial reporting and documentation for all UNJPLG supported LOAs. S/he will also participate in MOIFARFAR/LG internal and compliance audits and annual auditing exercise, including preparatory tasks for the audits. | ||||||||||
