TERMS OF REFERENCE (ToR)

Title: Consultancy for Gender-Responsive Planning and Budgeting Training for District Plans and Budgets
Duration: One Month
Location: Kismayu District – Jubaland State of Somalia
Programme: Dowlad Kaab Programme – Implemented by the Ministry of Interior, Federal Affairs and Reconciliation (MoIFAR-JSS) with support from UNDP

I. Background and Rationale

The Local Government Institute (LGI), under the Ministry of Interior, Federal Affairs and Reconciliation – Jubaland State of Somalia (MoIFAR-JSS), is mandated to strengthen the institutional and technical capacity of local government structures for inclusive, accountable, and responsive service delivery.
In line with Somalia’s commitments to gender equality and the Sustainable Development Goals (SDGs), gender-responsive planning and budgeting (GRPB) is essential to ensure equitable distribution of public resources, promote social inclusion, and address the unique needs of women, men, girls, boys, and persons with special needs.
Despite existing policies, gender considerations are not yet systematically integrated into district-level plans and budgets in Jubaland. To bridge this gap, LGI seeks to engage a qualified female consultant to design and deliver practical training for district officials in Kismayu on integrating gender perspectives into planning, budgeting, and service delivery frameworks.

II. Purpose of the Assignment

The main purpose of this consultancy is to build the technical and practical capacity of district administration staff, planners, and budget officers to:

  1. Understand key gender concepts and their relevance to governance and development.
  2. Analyze district plans, budgets, and policies through a gender lens.
  3. Apply gender-responsive planning and budgeting tools.
  4. Develop gender-sensitive action plans and monitoring frameworks.
  5. Institutionalize gender mainstreaming practices in district governance processes.

III. Scope of Work

The consultant will undertake the following tasks:

Preparation & Review:
Review existing district development plans, budgets, and gender-related policies.
Assess current institutional capacity for gender mainstreaming in planning and budgeting.

Training Design:
Develop interactive training modules adapted to the Somali/Jubaland local context.
Prepare practical exercises, case studies, and group work activities.
Develop gender analysis tools and checklists for district staff use.

Training Delivery:
Facilitate in-person training workshops for planners, budget officers, line department staff, and relevant stakeholders.

Deliver hands-on sessions on applying gender analysis to district plans and budgets.
Provide one-on-one coaching and mentoring for selected staff members.

IV. Deliverables

The consultant will be expected to produce the following outputs:

  1. Inception Report & Training Work Plan – Submitted within one week of contract signing.
  2. Customized Training Materials & Handouts – Context-specific, in English and Somali.
  3. Gender Analysis Tools/Checklists – Practical instruments for district use.
  4. Training Delivery – Completion of all planned sessions within the agreed timeframe.
  5. Final Training Report – Detailed report including: – Summary of training sessions and content delivered, Key outcomes and recommendations, Photos, video clips, and attendance sheets, Templates and tools shared during training.

V. Required Qualifications and Experience

  1. Gender: Female (in line with programme objectives to enhance women’s participation in governance).
  2. Education: At least a Bachelor’s degree in Gender Studies, Development Studies, Public Administration, Social Sciences, or related field (Master’s degree preferred).
  3. Experience: Minimum of 5 years’ proven experience in gender mainstreaming, training facilitation, and capacity building, preferably in local governance contexts.
  4. Technical Skills:
    Demonstrated expertise in gender-responsive planning and budgeting.
    • Proven experience in designing and delivering adult learning programmes.
    • Strong facilitation, coaching, and mentoring skills.
  5. Languages: Fluency in Somali and English (written and spoken) is mandatory.
  6. Other Competencies: Ability to work in multicultural environments and adapt training methods to local contexts.

VI. Reporting and Supervision

The consultant will report directly to the Local Government Department Director, MoIFAR-JSS, and work in close coordination with the Director General of MoIFAR and the Kismayu District Commissioner.

VII. Duration and Payment

Duration: One month from the signing of the contract.
Payment: Will be made in installments based on satisfactory delivery of agreed outputs as per the work plan and approval by MoIFAR-JSS.
